History and mandate

Established in 1998 by the Permanent Council

The Centre in Ashgabat was set up by a Permanent Council Decision on 23 July 1998 and started its operations in January 1999. It was established to promote the implementation of OSCE principles and commitments as well as the co-operation of Turkmenistan within the OSCE framework, with special emphasis on the regional context, in all OSCE dimensions, including the economic, environmental, human and political aspects of security and stability.

The Centre’s mandate covers a wide array of activities, ranging from arms control, border security and the fight against terrorism and human trafficking to economic and environmental activities, good governance, human rights protection, gender equality, the rule of law and media reform.

Former OSCE field operations and related field activities in the area

Between 1995 and 2000, the OSCE maintained a field operation in Tashkent, Uzbekistan, that was mandated to work on issues related to all participating States in Central Asia. This OSCE Liaison Office in Central Asia was established by the Permanent Council on 16 March 1995. In December 2000, it was decided to carry over the Liaison Office’s premises and assets to the then-OSCE Centre in Tashkent.
